InnoDB AUTO_INCREMENT_ID Values are Lost or Reset to Highest Un-used Value after Server Restart

Symptoms

After a server restart (or in some cases, after the table was un-used and closed) the AUTO_INCREMENT_ID may be reset to the maximum value currently stored in the table, forgetting about previously used values that have since been removed.

This is likely to occur and become a problem in situations where data is archive into another table or data source and removed from the table.
