Synchronization Fails With The Message: "Could Not Contact Server Error Code WIN32: 503" (Doc ID 1958290.1)

On : version, Generic Oracle Lite

When attempting to Install the mobile client for webtogo and run the Synchronization,
the following error occurs.

Could not Contact Server Error code WIN32: 503

The issue can be reproduced at will with the following steps:
1. Install the mobile client for webtogo
2. Open your browser and log into the webtogo client
3. Click on Sync.

Synchronization is not working on UAT/DEV envrionment which does not allow to test mobile Server configuration modification.
