Symptoms

On : 5.6 version, Error Messages

When attempting to start the MySQL Server,
the following error occurs.

ERROR

2014-12-20 13:25:55 17130 [ERROR] Fatal error: Can't open and lock privilege tables: Incorrect file format 'user'


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Remove and touch a new mysql/user.MYI file
2. Try and restart the server

The issue has the following business impact:
Due to this issue, users cannot start the MySQL service and have no access to data.
