Securefiles Compression is Not Saving Space

Symptoms
When trying to compare the size of a BLOB column with and without Securefiles compression enabled it's noticed that the size of the compressed segment is equal to or slightly bigger than the uncompressed segment. There are some scenarios known to produce the same behavior like:
Compressing Securefile using ALTER TABLE Increases Space Used (Doc ID 1524499.1)
Securefile Compression working Only With 'Enable Storage In Row' (Doc ID 1390668.1)
