V$SQL_MONITOR View Does not Return Rows When CPU_COUNT=1024

Information in this document applies to any platform.
On a system with CPU_COUNT=1024 the view V$SQL_MONITOR is always empty. (And there is no error message).
On a system with lower CPU_COUNT (for example, 512) and on the same platform and same RDBMS version - the view V$SQL_MONITOR is always populated as documented.
As a result of this, it's not possible to use the SQL monitor feature.
