Symptoms

 All the srvctl commands are failing with the below error due to which we are not able to apply PSU as well (since PSU uses SRVCTL commands to check the status of resources as part of pre-requisites check )

<ORACLE_HOME>/bin/srvctl status home -o <ORACLE_HOME> -s <ORACLE_HOME>/srvm/admin/stathome.txt -n <HOSTNAME> output is sclsdglnam failed
