Symptoms

Create pluggable database fails with:

ORA-65139 signalled during: CREATE PLUGGABLE DATABASE TEST USING '/tmp/test.xml' NOCOPY TEMPFILE REUSE...
Errors in file <diagnostic_dest>/diag/rdbms/test/TEST/trace/TEST_ora_13505.trc (incident=8401) (PDBNAME=CDB$ROOT):
ORA-00600: internal error code, arguments: [ksfd_type_flags_2], [0x000000000], [0], [], [], [], [], [], [], [], [], []
