Getting ORA-2019 After Upgrading Database to 11.2.0.4 (Doc ID 1967705.1)

Symptoms

After upgrade to 11.2.0.4, a procedure that is using a private database links failed with the following errors:


SQL> exec user_2.proc2
ORA-00604: error occurred at recursive SQL level 1
ORA-02019: connection description for remote database not found

It also fails with same ORA-02019 error for shared dblink
