generic_application resource does not start if CHM is not online (Doc ID 1968575.1)

Created user application resource using generic_application type in Grid Infrastructure successfully, but it won't start: 

$ crsctl add resource LDAPOUD -type generic_application -attr "EXECUTABLE_NAMES=ldapo,START_PROGRAM='/ocw/grid/crs/public/ start',STOP_PROGRAM='/ocw/grid/crs/public/ stop'"

$ crsctl start res LDAPOUD -n
CRS-2672: Attempting to start 'LDAPOUD' on 'racnode1'
CRS-2674: Start of 'LDAPOUD' on 'racnode1' failed
CRS-2679: Attempting to clean 'LDAPOUD' on 'racnode1'
CRS-2681: Clean of 'LDAPOUD' on 'racnode1' succeeded
CRS-4000: Command Start failed, or completed with errors.


Agent log:
