Can't Startup New Database using AMM Setting on Solaris 10 (ORA-27125) (Doc ID 1981697.1)

Symptoms

On  RDBMS 12.1.0.1 version:

Can't startup new database using AMM setting on Solaris Server

SQL> startup nomount pfile="/$ORACLE_HOME/dbs/init.ora";


From init.ora:
  memory_target=2200m

Ram on server is 256 GBytes.

Oracle project is set to 128 gb:
  project.max-shm-memory
    privileged 128GB - deny -
    system 16.0EB max deny

/etc/system:
 set shmsys:shminfo_shmmax=33554432

ipcs -pmb shows oracle segments using around 34 gb.
