Can't Startup New Database Using AMM Setting On Solaris 10 (ORA-27125) (Doc ID 1981697.1)

Symptoms

On  RDBMS 12.1.0.1 version:

Can't startup new database using AMM setting on Solaris Server

SQL> startup nomount pfile="/opt/apps/oracle/admin/ipmdev/scripts/init.ora";
ORA-27125: unable to create shared memory segment
SVR4 Error: 22: Invalid argument

from init.ora -

memory_target=2200m


256 GBytes ram on server

oracle project is set to 128 gb
project.max-shm-memory
  privileged 128GB - deny -
  system 16.0EB max deny


/etc/system :
set shmsys:shminfo_shmmax=33554432

ipcs -pmb shows oracle segments using around 34 gb.
