Bad performance when writing to a text file on GPFS file system using UTL_FILE.

While using the UTL_FILE to write on a local directory, the elapsed time is much lower than when using UTL_FILE to write on a GPFS directory.
Also utl_file takes longer time to write in to an existing file in the GPFS file system than create a new one.
