ORA-4031 reported in a database with next specifics:
- large memory allocation in "apply shared t" in the shared pool
- logical standby setup.
- for 11.2 database, memory allocation to "apply shared t" grows over 25MB
- for 10.2 database, memory allocation to "apply shared t" grows over 1 MB
