Versions 5.6.16 to 5.6.23 Cause Unavoidable Table Rebuild If Old Temporal Columns Exist

In versions of MySQL 5.6.16 to 5.6.23 inclusive, tables containing old temporal column format (before fractional time support was invented, so created in 5.5), an
operation that should use 'fast alter table' would require a complete rebuild since the server detected it should upgrade the table to new temporal format columns.
This was unexpected, and could result in a downtime for large tables, as rebuilds are disk intensive.
