Symptoms
The 11.2.0.4 CMAN or Connection Manager is not showing registrations for services after the database is upgraded to 12c.
Changes
This is a new installation of 12c database or ANY environment where CMAN of an earlier release is present.
The version of CMAN or Connection Manager is older than the database.
