ORA-28405 Cannot Grant Secure Role To Another Role

Symptoms
A secure role is either a password protected role or a secure application role. In rdbms 12c (and backported to patchset 11.2.0.4), granting a secure role to a non-secure role results in error -> ORA-28405 "cannot grant secure role to a role", this worked in 11g.
Similarly, if non-secure role X has been already granted to non-secure role Y and you try to add a password to role X, you will receive the error ORA-28404 "role cannot be altered"
