11gR2: EBS autoconfig: osdbagrp command core dumps in a cloned DB HOME environment

Information in this document applies to any platform.
osdbagrp command may core dump in a cloned RDBMS HOME environment. And due to this srvctl command to add the database to the clusterware would fail with PRCR-1006 and PRCT-1011.
$ osdbagrp -a
$ srvctl add database -o /opt/oracle/db/22.214.171.124 -d racdb -n corpstg -c RAC -p '+data/racdb/spfileracdb.ora' -a DATA,FRA
PRCR-1006 : Failed to add resource ora.corpstg.db for corpstg
PRCT-1011 : Failed to run "osdbagrp". Detailed error: null
Followed the cloning procedure to create a new RDBMS HOME
