E-SES: Search In 'Menu Search' Dropdown Returning Different Results Than 'Global Search' Box.

Using PeopleSoft Search Framework, getting different results if searching using the 'Global Search' box (from the main page) or the 'Menu Search' box (from the 'Menu' dropdown.)
For example, searching for the words 'add instance', the Global Search search will return 6 results while the Menu Search will find only 5.
How can this be explained, and prevented if possible?
