AIX: 11.2.0.4 VIP/SCAN VIP and Dependent Resources Fail to Start (Doc ID 1996753.1)

Symptoms

11.2.0.4 Grid Infrastructure VIP is not starting:

$srvctl start nodeapps
PRKO-2421 : Network resource is already started on node(s): <hostname>,<hostname>
PRCR-1079 : Failed to start resource ora.<hostname>.vip
CRS-2674: Start of 'ora.<hostname>.vip' on '<hostname>' failed
CRS-2674: Start of 'ora.<hostname>.vip' on '<hostname>' failed
CRS-2632: There are no more servers to try to place resource 'ora.<hostname>.vip' on that would satisfy its placement policy
PRCR-1079 : Failed to start resource ora.<hostname>.vip
CRS-2674: Start of 'ora.<hostname>.vip' on '<hostname>' failed
CRS-2674: Start of 'ora.<hostname>.vip' on '<hostname>' failed
CRS-2632: There are no more servers to try to place resource 'ora.<hostname>.vip' on that would satisfy its placement policy
