DBCA Fails With ORA-3113, ORA-7445 [nztGetCertChain] (Doc ID 1998456.1)

When attempting to create a database, DBCA fails with an ORA-3113 and an internal error like below in the alert log:

ORA-07445: exception encountered: core dump [nztGetCertChain()+47] [SIGSEGV] [ADDR:0x80] [PC:0x451CE5F] [Address not mapped to object] []

The call stack from the trace file shows functions like:
