LPX-214 Error From DBMS_XMLSTORE When Inserting XML Documents Special Characters Like 0x0 in CDATA (Doc ID 1998576.1)

Symptoms

On 11.2.0.3 storing XML documents containing special characters like 0x0 fails with parser error although we put this data into CDATA section and expect that CDATA section is not interpreted, but it seems it is

ERROR at line 1:
ORA-31011: XML parsing failed
ORA-19202: Error occurred in XML processing
LPX-00214: CDATA section did not end in "]]>"
ORA-06512: at "SYS.DBMS_XMLSTORE", line 78
ORA-06512: in "<USER>.<PROCEDURE>", line 12
