Symptoms
The 12c command ./runInstaller -downloadupdates fails with:

INFO: Waiting for completion of background operations
INFO: Completed background operations
INFO: Validating view at state
INFO: Completed validating view at state
INFO: Validating state
SEVERE: Connection to My Oracle Support Failed.
SEVERE: Error code: INVALID_RESOURCE
SEVERE: Connection to My Oracle Support Failed.
SEVERE: Error code: INVALID_RESOURCE
SEVERE: [FATAL] [INS-32103] Connection to My Oracle Support could not be established.
CAUSE: Credentials provided may be invalid, or there may be a network connection issue.
ACTION: Check the My Oracle Support credentials. Also check the proxy setting and the network connection.
SEVERE: [FATAL] [INS-32117] My Oracle Support credentials provided does not have download privileges.
ACTION: Provide My Oracle Support credentials with download privileges in order to check for latest updates.
