CTX_DDL.SYNC_INDEX Hangs While Inserting Into $P Table (Doc ID 2003215.1)

Oracle Text is used by as part of Oracle Webcenter.

In Oracle Server, the synchronization of a context index is hanging after an heavy load into the base table.
The query on the base table hangs too, as well as checking the fragmentation of the text index as explained in note:

<Note 1087777.1> - "Index Fragmentation and Optimization When Using OracleTextSearch or DATABASE.FULLTEXT"

The Hanganlyze dump shows the statement being executed while the hang occurs is the insert into $P tbale, example

insert into "WCCPRD_OCS"."DR$FT_IDCTEXT2$P" (pat_part1, pat_part2) values (:1, :2)
