Symptoms

When attempting to execute the post-install steps of OJVM bundle patch on Windows platform, the following error occurs even though the database is in upgrade mode

Error: prereq checks failed!
  patch 20684004: The database must be in upgrade mode
Prereq check failed, exiting without installing any patches.
