On Big Data Appliance CDH Cluster removing EM, ASR ..etc fails with Cloudera Manager Password Missing Error. 

INFO: Creating environment.pp file ...
INFO: Cloudera Manager password is not set in config
INFO: Using values in saved params file
 ERROR: Cloudera Manager needs to be up to retrieve password info
ERROR: Cannot continue with operation 

The error occurs when

a) There is no /opt/oracle/BDAMammoth/bdaconfig/tmp/passwords.pp file
b) And /opt/oracle/bda/install/state/config.json is missing the CM_ADMIN_PWD parameter
