DBCA Fail To Create Policy database In Silent Mode With Existing Pool (Doc ID 2013771.1)

DBCA fails with following errors during creating a Policy Managed Database

[oracle@db-03 ~]$ dbca -silent -createDatabase -templateName General_Purpose.dbc -gdbname RMANDB -sid RMANDB -responseFile NO_VALUE -characterSet AL32UTF8 -policyManaged -serverPoolName PRDDAM -sysPassword Oracle.123 -systemPassword Oracle.123 -emConfiguration NONE -dbsnmpPassword Oracle.123 -sysmanPassword Oracle.123 -storageType ASM -asmsnmpPassword Oracle_123 -diskGroupName DATA -sampleSchema false -datafileDestination +DATA -redoLogFileSize 150 -memoryPercentage 1  -databaseType MULTIPURPOSE -nodelist "db-03,db-04"
Registering database with Oracle Restart
PRCS-1009 : Failed to create server pool ora.RMANDB
PRCR-1071 : Failed to register or update server pool ora.RMANDB
CRS-2736: The operation requires stopping resource 'ora.prd.db' on server 'db-03'
CRS-2737: Unable to register server pool 'ora.RMANDB' as this will affect running resources, but the force option was not specified
Look at the log file "/product/oracle/app/oracle/cfgtoollogs/dbca/RMANDB8.log" for further details

$ cat /product/oracle/app/oracle/cfgtoollogs/dbca/RMANDB8.log shows:

Selected servers [db-03, db-04] are part of other server pools hosting following resources. Creating Admin-Managed database using these servers will take away servers from existing server pools and stop the resources listed below.
The operation requires stopping resource 'ora.prd.db' on server 'db-04'
The operation requires stopping resource 'ora.prd.db' on server 'db-03'
