Exadata: RS terminates the Cellsrv after missed the heartbeats (Doc ID 2016967.1)

Symptoms

 After the upgrade to the cell image version 12.1.2.1.x, cellsrv may fail to start due to heartbeat timeout with RS.

Starting the RS, CELLSRV, and MS services...
Getting the state of RS services... Â running
Starting CELLSRV services...
The STARTUP of CELLSRV services was not successful. Error: Start Timed out
Starting MS services...
The STARTUP of MS services was successful.

 RS trace file would indicate that it couldn't find parse the cell IP to establish the heartbeat with cellsrv process running. We see that there was a error in parsing the IP address.
