cluvfy fails for Time Zone Consistency And Umask checks as user has no default shell in passwd file (Doc ID 2017273.1)

Symptoms

When attempting to execute the Cluster Verification Utility to verify the prerequisites for Grid Infrastructure installation, the checks for UMASK and TIMEZONE CONSISTENCY fail as seen below

Check default user file creation mask

Result: Default user file creation mask check failed

Check: Time zone consistency
Result: Time zone consistency check failed

Manually executing exectask commands report the following error

[oracle@rac1 ~]$ ssh rac2 /tmp/CVU_11.2.0.4.0_oracle/exectask.sh -getusermask 0</dev/null
prvfexOpenFileToRead: unable to open the file[RC:-2]
sprvfex_oputtoval: unable to open output file[RC:7]
