Fetching the fsimage as Part of Backing up NameNode Metadata Fails with: "fetchImage: Connection refused" on the BDA (Doc ID 2019147.1)

Symptoms

Fetching the fsimage as part of backing up the NameNode metadata, perhaps done prior to upgrade as per the document: How to Backup Critical Metadata on Oracle Big Data Appliance Prior to Upgrade V2.3.1/V2.4/V2.5/V2.6/V3.0.1/V3.1/V4.0/V4.1 Releases (Doc ID 1623304.1) fails with "fetchImage: Connection refused".

For example invoking -fetchImage fails as below:

$ hdfs dfsadmin -fs hdfs://bdanode01.example.com:8020 -fetchImage /tmp/backup/
