Windows: Bundle Patch Conflicts with OJVM Patch (Doc ID 2022382.1)

Symptoms

While applying a Windows Bundle Patch, it reports "checkConflictAgainstOHWithDetail failed" with the conflict reported against the applied OJVM patch.

Such as in the following example:

The server has the following 2 patches applied:

Patch 20684002 12.1.0.2.4 Windows bundle patch
Patch 20391199 Windows Oracle JAVAVM component bundle patch 12.1.0.2.2

While applying Windows Bundle Patch 12.1.0.2.5 (patch 20684157), it reports "checkConflictAgainstOHWithDetail failed":
