opatch fails due to inconsistent inventory_loc in oraInst.loc (Doc ID 2022681.1)

Symptoms

Applying a patch with opatch auto fails with the following: 

Using configuration parameter file: /u01/app/grid/crs/install/crsconfig_params
The opatch minimum version check for patch /ora_global_nfs/software/Oracle/database/PSU/17272753/17272753/16459322 failed for /u01/app/grid
The opatch minimum version check for patch /ora_global_nfs/software/Oracle/database/PSU/17272753/17272753/17082367 failed for /u01/app/grid
Opatch version check failed for oracle home /u01/app/grid
Opatch version check failed
ERROR: update the opatch version for the failed homes and retry

No read or write permission to ORACLE_HOME/.patch_storage
Central Inventory is locked by another OUI instance
No read permission to Central Inventory
The lock file exists in ORACLE_HOME/.patch_storage
The Oracle Home does not exist in Central Inventory

UtilSession failed: OracleHomeInventory gets null oracleHomeInfo

OPatch failed with error code 73

 

"opatch lsinventory -oh <ORACLE_HOME" fails with the same: 

Oracle Home : /u01/app/grid
Central Inventory : /u01/app/oraInventoryCRS inst_group=dba

OPatch version : 11.2.0.3.11
OUI version : 11.2.0.2.0

Inventory load failed... OPatch cannot load inventory for the given Oracle Home.
Possible causes are:
Oracle Home dir. path does not exist in Central Inventory
Oracle Home is a symbolic link
Oracle Home inventory is corrupted
LsInventorySession failed: OracleHomeInventory gets null oracleHomeInfo

OPatch failed with error code 73
