Goal
The goal of the note is to be able to use the SQL Performance Analyzer (SPA) API (DBMS_SQLPA) to test SQL performance in preparation of a database version upgrade without creating a DBLINK back to the pre-upgrade production database in order to perform TEST EXECUTE.
