Intermittently LCR Propagation in a Streams environment does not restart when Latency > 0

Intermittently propagation of LCRs from one database to another stops and the propagation schedule has to be stopped and restarted in order for the LCRs to flow again and the latency of the schedules is > 0.
In addition to this the affected schedules have been created via the DBMS_PROPAGATION_ADM.CREATE_PROPAGATION api.
DBMS_AQADM.ALTER_PROPAGATION_SCHEDULE may have been used to alter the latency to 0 from the default value of 3 seconds in an attempt to resolve the issue.
