Duplicate SCAN VIP after recovering public LAN problem on Windows 2012 R2 (Doc ID 2030432.1)

Symptoms

On Windows 2012 R2, SCAN VIP resource move to another node due to Public LAN problem. After the network problem is resolved, IP address for the SCAN VIP exists on multi-nodes.

For example

- precondition

192.XXX.XXX.4 -- SCAN VIP
192.XXX.XXX.5 -- VIP(for node1)
192.XXX.XXX.6 -- VIP(for node2)

- after Public LAN problem occured, scan vip moved to node2 as expected:
