Symptoms
Any attempt to start the CRS or HA stack for Grid Infrastructure on RAC or Restart or RACOne on Windows fails with the following symptoms:
1) Windows Event Viewer System log shows:
The information after "USER_NAME :" is the userid ( including domain - or local server name ) of the GI/CRS ownerid.
This userid must exist and EXPLICITLY be a member of the local Administrators and ORA_DBA groups. (Also to various other groups starting with ORA_* if you are using role separation)
