EM Express URL Not Reachable After Creating New DB And Listener Using DBCA

Goal
DBCA is used to create a new database.
On the "Network Configuration" page, a new listener was created instead of choosing an existing listener, and database creation has completed successfully to the end.
However, accessing the EM Express URL which appears at the end of DBCA displays errors like below in the web browser, and EM Express cannot be used:
"This webpage is not available"
ERR_CONNECTION_REFUSED
