Non-RAC CSS Creation Failures With crsctl.bin or clscfg.bin Fatal Errors Where CRS/RAC Specific Patches/Bundle Patches Does Not Exist (Doc ID 2033227.1)

Symptoms

In a non-RAC environment, the CSS creation process of root.sh or "localconfig add" executions could fail with the following error messages related to crsctl.bin and clscfg.bin binary.

There is NO CRS/RAC specific patches/bundle patches exist in the ORACLE_HOME to rollback as per the similar issue reported in Doc ID 824393.1

# /u01/app/oracle/product/10.2.0/db_srpd/bin/localconfig reset
/u01/app/oracle/product/10.2.0/db_srpd/bin/crsctl.bin: error while loading shared libraries: libclntsh.so.10.1: cannot open shared object file: No such file or directory
/u01/app/oracle/product/10.2.0/db_srpd/bin/clscfg.bin: error while loading shared libraries: libuini10.so: cannot open shared object file: No such file or directory
Configuration for local CSS has been initialized
Failed configure CSS. Fix the problem and rerun this script from destination Oracle home with 'reset' argument

 

Verify that the libraries 'libclntsh.so.10.1' and 'libuini10.so' exists and has the correct ownership and permissions.
