MEM Dashboard Shows Blank Even Though (Doc ID 2033648.1)

On : 3.0 version, Service Manager/UI

When attempting to access the MEM dashboard for the first time,
the following error occurs.

2015-07-07 13:18:37,190 ERROR com.mysql.etools.timeseries.impl.HibTimeseriesManager: failed to create inner session factory
org.springframework.jdbc.BadSqlGrammarException: StatementCallback; bad SQL grammar [CREATE SCHEMA IF NOT EXISTS mem_instruments_config]; nested exception is com.mysql.jdbc.exceptions.jdbc4.MySQLSyntaxErrorException: Access denied for user 'service_manager'@'localhost' to database ‘mem_instruments_config'

The issue can be reproduced at will with the following steps:
1. Install MEM service manager.
2. Setup account 'service_manager' in mysqld, but don't give it privileges to create/insert.
3. Start MEM and try to access the dashboard.

The issue has the following business impact:
Due to this issue, users cannot access the MEM dashboard.
