GI Fails To Start After Applying A Windows Patch Bundle Without the "-local" Option

On a multi-node Windows 2008 R2 RAC cluster running Grid Infrastructure the startup of the Grid Infrastructure stack fails (  the ora.asm resource no longer starts) on some nodes after applying a patch bundle to the GI home. The patch bundle was applied using 'opatch apply' without the -local switch (clusterwide):
