ORADIM Fails With DIM-19 And O/S-Error: (OS-1388) On Domain Controller (Doc ID 2042258.1)

Symptoms

While creating a Database using DBCA on Windows 2012 PDC, it could report following error:
  DIM-00019: create service error

DBCA Trace Log:

 

1) Logon AD controller as Administrator

2) Install software using OUI.
    Select "Use Existing Windows User" on the "Specify Oracle Home User"  screen and set domain username.
    (This domain user does't have local administrator rights.)

3) (still logon as Administrator)
    Run following command:
    oradim -new -sid test -startmode manual -srvcstart demand -shutmode immediate

    It returns "Message DIM-00019 with O/S-Error:(OS 87)".

 4) (still logon as Administrator)
     Run following command:
     oradim -new -sid test -startmode manual -srvcstart demand -shutmode immediate

     It returns "Message DIM-00077 with O/S-Error:(OS 1060)".
