Streams Apply Handler Fails With ORA-06502 For A NUMBER Column Value Of Length 39 (Doc ID 2042930.1)

Streams transactions have errored out in a bi-direction Streams environment when being handled by an Apply Handler, for example:

ORA-06502: PL/SQL: numeric or value error: number precision too large
ORA-06512: at "DAILIES.ROUNDS_NBP1_UPD_HDLR", line 34
ORA-06512: at line 1
ORA-26786: A row with key ("ID") = (338998994783299473080664435294731336054) exists but has conflicting column(s) "<column name>" in table <owner>.<table>
ORA-01403: no data found

where the ID value is of length 39.
