ORA-28768: Bad Magic Number While Trying To Use UTL_HTTP in 12c (Doc ID 2045075.1)

UTL_HTTP fails with the following error message in 12c:
ORA-28768: bad magic number error

There are no issues with ACL configuration.

Database was upgraded from 10g (10.2.0.4) to 12c (12.1.0.2)
