Dispatchers Fail to Start: Alert log Shows: Dispatcher 'D00n' encountered error setting up listening port (Doc ID 2055083.1)

Symptoms

The dispatchers suddenly became unreachable.

The D00x processes exist but are not available from any client attempting a shared connection.

The following messages were repeated throughout the alert.log:

dispatcher 'D001' encountered error setting up listening port
starting up 1 dispatcher(s) for network address '(ADDRESS=(PROTOCOL=TCP)(HOST=prod)(PORT=5000))'...
