Database Gateway Listener Startup Hangs in Windows Environment (Doc ID 2057241.1)

Symptoms

After configuring or modifying an Oracle Database Gateway listener such as DG4MSQL or DG4ODBC, attempts to start the listener hang.

The following message is displayed in the listener log -

<msg time='2015-09-16T12:17:36.903-04:00' org_id='oracle' comp_id='tnslsnr'
type='UNKNOWN' level='16' host_id='some ID'
host_addr='fe80::19c5:4fd3:647d:3530%12'>
<txt>Dynamic address is already listened on (DESCRIPTION=(ADDRESS=(PROTOCOL=tcp)(HOST=hostname)(PORT=1521)))

 

Changes

 The listener was previously configured and working but was then modified to add additional SIDs or to change the listener port.
