ORA-39126 And ORA-1403 While Importing (IMPDP) Password History (Doc ID 2062970.1)

Symptoms

Exporting a 12c database with version=11.2.0.4 and importing it into 11gR2 is failing when loading the password history due to:

ORA-39126: Worker unexpected fatal error in KUPW$WORKER.PUT_DDLS [PASSWORD_HISTORY:"<NAME>"]
ORA-01403: no data found

ORA-06512: at "SYS.DBMS_SYS_ERROR", line 95
ORA-06512: at "SYS.KUPW$WORKER", line 11259
