Information in this document applies to any platform.

Symptoms

MGMTDB is getting registered with default DB service name if your DB name is  same as cluster name.

mgmtdb  is registering   with OEBS service name which is a default DB  service name  and cluster name along with its service(_mgmtdb)  as below  from listener output.

>lsnrctl status LISTENER
.
.
Service "+ASM" has 1 instance(s).
Instance "+ASM3", status READY, has 1 handler(s) for this service...
Service "-MGMTDBXDB" has 1 instance(s).
Instance "-MGMTDB", status READY, has 1 handler(s) for this service...
Service "_mgmtdb" has 1 instance(s).
Instance "-MGMTDB", status READY, has 1 handler(s) for this service...
> Service "oebs" has 1 instance(s).
> Instance "-MGMTDB", status READY, has 1 handler(s) for this service...          <<<<<
The command completed successfully

whenever mgmtdb starts on the node where oebs service are already running , It also registers under oebs service.

oebs DB  service  connection  also not working  and fails even after trying  as per the steps mentioned in Note:1945558.1
