Datapump Import is Very Slow in 12c With Large Number of Object Grants

Symptoms
For certain expdp dump file, Datapump import (impdp) into 11g took 3 hours compared to 7 hours in 12c.
There are many Grants to be imported and much time is used for OBJECT_GRANT and INDEX objects, e.g.
"Completed 302872 OBJECT_GRANT objects in 18468 seconds"
"Completed 6962 INDEX objects in 16470 seconds"
"Completed 6962 INDEX objects in 16470 seconds"
In the AWR report, next code is being run repeatedly many times:
