Error: Could not get Grid attached active with stopped replication agent and TT5219 and TT5131 errors (Doc ID 2071675.1)

Symptoms

When trying to run : ttcwadmin -beginAlterSchema -dsn MYDSN

It failed with these errors:

Allowing addition of new schema objects
Successful connection with oracle clusterware stack
Stopping Standby
Error: Resource TT_Primary_MYDSN_timesten_MYDSN for the dsn MYDSN is OFFLINE
Connected to TimesTen Cluster agent on host ttnode1
Stopping replication agent for dsn MYDSN on host ttnode1...
Error: Could not get Grid attached active with stopped replication agent for DSN MYDSN

ttcwmesg.log had these error messages logged:
