In 12c , Distributed transactions, commits are not working as expected (Doc ID 2072599.1)

Symptoms

In Distributed transaction in 12.1.0.1 and above, commit is not working as expected.

test_bug(1); <=============== This PL/SQL inserts some data into foo table locally as well as on remote
end;
/

SQL> select * from foo;

X
----------
1 <================================ this is OK

SQL> commit;

Commit complete.

SQL> select * from foo;

no rows selected <======================================== After commit it becomes zero, is should still show 1 record

 
If we set OFE to 11g (11.2.0.3) on local and remote DB then we get desired results

Changes

 Issue surfaced when CT migrated from 11g=>12c
