Windows RAC : after Grid Infrastructure is Started, Failover of VIP or SCAN VIP May Fails (Doc ID 2079650.1)

Symptoms

After Grid Infrastructure is started, failover of VIP or SCAN VIP may fail.
When this symptom occurs, listener or SCAN listener which have a dependency
with failure startup of VIP or SCAN VIP is not coming up.
