12C PDB or Multi Tenant DB Registration with 11g Listener (Doc ID 2079989.1)

Symptoms

After a new installation of version 12c database and the creation of a pluggable database, you attempt to set LOCAL_LISTENER to get
the PDB to register against the 11g (or any earlier release) listener.  The following error occurs:

No changes.  This is a new installation of 12c on a server where an older version of listener is running.
